This is Rika from the anime Higurashi no naku koro ni (When Cicadas cry). This is one whacked anime but i strongly recommend it. It looks like your typical cutesy anime but it is not. There's a lot of murder mystery betrayal and it really makes you think of what is happening in the anime.
Rika is my fav character because she's so mysterious, her voice will change from a cute voice to a enigmatic womenly voice..
